Paying the rent and other collectable fees

Each tenant is personally responsible for paying his or her rent. Rent must be paid in advance no later than the 5th of the month with a personal rental slip that can be obtained from PSOAS.

When you pay your rent, use the correct reference number which you can get from your personal rental slip. Payment is easier to handle when reference number is used and it reduces the mistakes, also. Check that the sum and the maturity date are correct.

In family apartments spouses together are responsible for rents also when the other spouse moves out from the apartment and does not make the notice of leaving.

Rent for the apartments includes heating costs. The rent includes the water costs in all apartments except in Villentalo in Välkkylä. In conjunction with the rent, fees for sauna turns, parking spots and other services that you have selected will be collected.

The tenants in shared apartments usually pay for electricity when paying rent. An exception to this rule is Paalikatu 13. As a rule, tenants living in single-room apartments or family housing pay for their electricity, which means that when you move in, you must contact Oulun Energia.

The electricity in family apartments in Yliopistoaktu 1 is billed by PSOAS.

If the tenant does not pay his or her rent by the date it is due, interest on the overdue payment in accordance with the Interest Act and a collection fee for the reminders sent will be levied from that time until it is paid. If the rent continues to not be paid, the landlord can terminate the rental agreement immediately. Termination of the rental agreement can lead to eviction. Tenants can also be evicted for creating disturbances that bother other tenants. If a tenant has been evicted from PSOAS, that person cannot rent another PSOAS apartment.

If you cannot pay your rent on time due to financial straits:

  • Contact accommodation office (asuntotoimisto) immediately to arrange a payment plan
  • Check your right to receive a housing allowance/supplement from KELA
  • Check with Social Services on receiving social assistance

The Deposit

The deposit should be paid no later than when the rental agreement is signed. If the apartment has been taken care of in the normal fashion, the apartment and its storage areas emptied and cleaned, rent and other fees paid and other responsibilities as mentioned in this residents' guide fulfilled, the deposit will be returned approximately one month after the rental agreement has been terminated.
