In shared apartments, though, pets may be kept only with the consent of all tenants. Professional breeding of dogs, cats and other animals is not allowed. According to the municipal ordinance of Oulu city dogs and cats must be tied up in common areas, also on the yard of the house. It is forbidden to excercise pets in children´s playground.
